Land Use, Transit and Travel Demand Management (August 22, 2005) � This
guidebook helps users assess the air pollution, energy use, and greenhouse
gas emissions benefits of a variety of transportation and land use policies.
The guidebook is a new tool that includes policy overviews, case studies and
an emissions calculator that
can be customized with local data. The second part of the guidebook focuses
on vehicle technology and fuels and will be released in early 2006. The
guidebook was prepared by the Center for Clean Air Policy.

(July 20, 2005) � EPA has made available progress reports on environmental
projects being conducted by the diesel engine manufacturers pursuant to the
heavy-duty diesel consent decrees; the reports were prepared by the
manufacturers for public distribution at EPA's request. Of the seven
affected manufacturers, progress reports have been submitted by the
following: Volvo,
Mack,
Cummins EPA will make
additional reports available as they are received.
EPA has also made
available this summary of low-NOx
rebuilds that have occurred pursuant to the Consent Decrees.

SCAQMD Fleet Rule for Public Fleets (May 5, 2005)

Final Transportation Conformity Rule on PM2.5 Precursors (May 2,
2005) -- This final rule adds the following transportation-related PM2.5
precursors to the transportation conformity regulations: nitrogen oxides
(NOx), volatile organic compounds (VOCs), sulfur oxides (SOx) and
ammonia (NH3). The final rule also specifies when each of these
precursors must be considered in conformity determinations in PM2.5
nonattainment and maintenance areas before and after PM2.5 SIPs are
submitted. It will be effective June 6, 2005.

Position on Key Issues (June 22, 2004)
Maine
Multi-Pollutant Reporting Rule (June 22, 2004) -- This rule requires
all sources that emit a minimum threshold of criteria air pollutants or any
amount of GHGs to report their emissions. It covers the following GHGs:
carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons,
and sulfur hexafluoride. It also covers the following criteria pollutants:
carbon monoxide, sulfur dioxide, VOCs, nitrogen oxides, PM10, PM2.5, lead
and ammonia. It was approved by Maine's Board of Environmental Protection
but has not yet been approved by the Attorney
General's
office or the
Secretary of State' Office.
