  • EPA�s National Ambient Air Monitoring Strategy (September 30, 2002) � this document is comprised of EPA�s draft National Ambient Air Monitoring Strategy. The strategy has been under development over the last two years under direction from the National Monitoring Strategy Committee (NMSC), which includes representatives from EPA (OAQPS, ORD and Regional Office), STAPPA/ALAPCO and tribes. The document contains technical information underlying planned revisions of the National Ambient Air Monitoring program. EPA has extended the comment period on this document and will accept comments at least through January 31, 2003

  • FY03 Air Toxics Monitoring Funding Survey (September 17, 2002) � This document is comprised of a survey designed to solicit comments and suggestions from state and local agency personnel on the allocation of $3 million from EPA for air toxics monitoring in FY03.   • National Monitoring Strategy Newsletter (July 23, 2002) - This document contains the first issue of the National Monitoring Strategy Newsletter. The newsletter, which was prepared by EPA's Office of Air Quality Planning and Standards, is intended to provide the public with periodic status reports regarding the development and implementation of the strategy.

  • EPA Memorandum on "Fast Track" Data (June 11, 2002) - This document is comprised of a May 31, 2002 memorandum from Fred Dimmick, leader of EPA's Air Quality Trends Analysis Group, to EPA's Air Program Managers, announcing the agency's plans to once again track ambient ozone concentrations ("fast track" data) for the summer of 2002. The memorandum also describes the "fast-track" process for reviewing and posting the ozone data.

  • EPA's Current Data Completeness Statistics for PM2.5 (May 9, 2002) - This document, which is comprised of a PowerPoint presentation, an April 25, 2002 memorandum from David Mobley and an Excel spreadsheet, contains the latest information (as of April 15, 2002) from EPA on the status of the PM2.5 data reporting to AIRS/AQS. In addition, this document contains a summary of the monitoring data completeness for 1999, 2000 and 2001.

  • EPA FY2002 State and Local Agency Grant Guidance and Allocation for the National Air Toxics Monitoring Pilot Program (March 1, 2002) - This document contains EPA�s FY2002 grant guidance and allocation for the toxics ambient air monitoring program. The guidance is designed to serve as a planning and guidance tool for EPA regional offices, as well as state and local agencies for the allocation of the FY2002 Air Toxics Monitoring Program grant monies. The guidance was developed by the Air Toxics Monitoring Steering Committee, which is compromised of EPA, STAPPA/ALAPCO and Regional Organization representatives.   • EPA's Latest Statistics on Data Reporting for Criteria Pollutants (February 6, 2002) - This document, which is comprised of a January 23, 2002 Memorandum, as well as a PowerPoint Presentation and Excel Charts, contains the most current data completeness statistics for the criteria pollutant air quality monitoring program as reported to AIRS through December 20, 2001.   • Revised Air Toxics Monitoring Survey- Preliminary Results (February 5, 2002) - This document contains the preliminary results of STAPPA/ALAPCO's revised air toxics monitoring survey. Representatives of the Committee are in the process of compiling the anecdotal information from the survey and will incorporate that information into a map to provide an updated picture of the status of air toxics monitoring nation-wide.

  • EPA Memorandum on Status of Speciated PM2.5 Monitoring Network (January 15, 2002)- This document, which is comprised of a memorandum from EPA Headquarters to EPA Regional Division Directors, as well as an attachment, provides an update on the evolution and deployment of the chemical speciation sites within the PM2.5 monitoring network as of January 2002.

The newsletter is a publication of the STAPPA/ALAPCO/USEPA Air Toxics Monitoring Steering Committee.

  • Air Toxics Monitoring Workshop Documents (November 6, 2001) -- This document contains two sets of analyses that were prepared for, and discussed at, the October 29-31, 2001 Air Toxics Monitoring Workshop, hosted by LADCO in Chicago, IL. The first document is a report, including draft comments, which was prepared by Batelle. The second document, which is comprised of analyses of the ISCST, ASPEN and Monitored Air Toxic Data from various pilot cities, tables, and three figures (1, 2, and 3), was prepared by ICR Consulting.

  • EPA's Draft National Monitoring Strategy Document (October 24, 2001) -- This document contains EPA's preliminary outline for a national monitoring strategy. The strategy was developed by the National Monitoring Steering Committee, which is comprised of EPA, STAPPA/ALAPCO and Tribal representatives.

  • Air Toxics Monitoring Newsletter (October 11, 2001) -- This document contains the October 2001 Air Toxics Monitoring Newsletter, which is a publication of the STAPPA/ALAPCO/USEPA Air Toxics Monitoring Steering Committee.

  • EPA's Draft Regional Haze Guidance Documents (October 4, 2001) -- EPA has just published its draft "Tracking Progress" and "Estimating Natural Visibility Conditions" guidance documents in support of the Regional Haze Program. Specifically, the guidance documents provide information to EPA Regional, State, Local and Tribal air quality management authorities, as well as the general public, on ways to address program requirements. According to EPA, the guidance also indicates how the agency intends to exercise its discretion in implementing Clean Air Act (CAA) provisions and EPA regulations concerning the tracking of progress and estimate of natural visibility conditions under the Regional Haze Program. Comments on the two draft guidance documents, which are currently available on EPA's website at www.epa.gov/ttn/amtic/whatsnew.html, are due to the agency by not later than Friday, November 16, 2001.   • STAPPA/ALAPCO/EPA Joint National Monitoring Strategy Presentation (October 1, 2001) -- This document is comprised of a PowerPoint presentation outlining the National Monitoring Steering Committee's preliminary findings regarding a national air monitoring strategy. This presentation will be delivered to the full membership at the STAPPA/ALAPCO 2001 Fall Membership Meeting in Nebraska City, Nebraska.

  • Thermo Andersen's Revised Response to STAPPA/ALAPCO Monitoring Survey (July 24, 2001) -- This document, which is comprised by a letter from Thermo Andersen to STAPPA/ALAPCO, contains Andersen's revised response to the associations' survey regarding the problems state and local agencies are experiencing with the company's samplers.   • EPA's Data Completeness Statistics (September 5, 2001) -- This document, which is comprised of an August 23, 2001 memorandum, maps and a table, contains EPA's data completeness statistics for the PM2.5 program, the criteria pollutant data reporting timeliness and completeness of the Aerometric Information Retrieval System (AIRS) database

  • EPA's draft "National Assessment of the Existing Criteria Pollutant Monitoring Networks" (June 25, 2001) -- This document, which is comprised of a 103 page report, contains draft results from EPA's preliminary assessment of the national criteria monitoring networks. This assessment is part of EPA and STAPPA/ALAPCO's efforts to develop a national monitoring strategy. Comments on the document should be sent directly to Mike Koerber of LADCO at ladco@ladco.org by not later than Friday, July 20, 2001.

  • National Monitoring Steering Committee's Draft National Monitoring Strategy (June 26, 2001) -- This document, which is comprised of two files, constitutes the National Monitoring Steering Committee's (NMSC) initial efforts towards developing a national monitoring strategy. The first document includes introductory material that explains the basic concepts and elements of the national monitoring strategy. The second document includes a table regarding relative weightings of monitoring objectives and priorities. The NMSC is seeking comments on both of these documents. Please review and forward any comments to Geri O'Sullivan of STAPPA/ALAPCO by not later than Thursday, August 2, 2001.

  • EPA "Review of National Ambient Air Quality Standards for Particulate Matter (PM): Policy Assessment of Scientific and Technical Information, OAQPS Staff Paper" (June 13, 2001) -- This document, which is comprised of a preliminary staff report, contains a preliminary assessment of EPA�s April 12, 2001 �Air Quality Criteria for Particulate Matter - Second External Review Draft.� This preliminary draft report is one of two documents that represent the second phase of EPA�s extensive scientific and technical assessment process used to review any national ambient air quality standard.

  • President's National Energy Policy Recommendations Sorted by Committee (June 12, 2001) -- On May 17, 2001, President Bush announced his National Energy Policy. The 170-page document contains over 100 recommendations covering a range of energy-related issues. These recommendations pertain to a number of areas of interest to STAPPA/ALAPCO committees. To ensure that the STAPPA/ALAPCO committees were aware of these recommendations in the event the committees wanted to follow-up on or track any of them, this document provides a summary of selected recommendations organized by STAPPA/ALAPCO committee. Also available is a list of EPA directives in the President's national energy policy,, prepared by EPA.

  • EPA Memorandum on Status of the National PM2.5 Specification Monitoring Network (June 11, 2001) -- This document, which is comprised of a June 11, 2001 memorandum from David Mobley to EPA Regional Offices, contains a report on the current stauts of PM2.5 speciation monitoring networks. The report contains a summary of the progress to date and outlines the work that is still necessary in order to complete deployment by December 31, 2001.

  • STAPPA/ALAPCO Andersen Sampler Survey (April 26, 2001) -- This document contains the results from a STAPPA/ALAPCO survey of Andersen RAAS users.   • STAPPA/ALAPCO Comments on EPA's AIRS Data Storage Proposal (April 13, 2001) -- This document contains the associations' final comments on EPA's proposal to limit on-line availability of AIRS data. The comments were prepared by the Monitoring Committe' s Criteria Pollutants Workgroup.

  • Andersen Sampler Resource Guide (April 9, 2001) -- This document is comprised of a draft troubleshooting guide for agency field staff who work with Andersen samplers. The guide was prepared by the Maryland Department of the Environment. Any comments should be submitted directly to Chris Smith at csmith@mde.state.md.us.

  • National Monitoring Steering Committee's Revised Protocol for National Network Assessments (April 4, 2001) -- This document contains the revised protocol for network assessment developed by the National Monitoring Steering Committee. The purpose of the protocol is to provide a cross-pollutant, multi-objective assessment of the existing criteria pollutant monitoring networks.

  • Criteria Pollutants Work Group AIRS Survey (March 26, 2001) -- This document contains a summary of members' comments on EPA's AIRS data storage proposal to store only the most recent 10 years of air quality data in the reingineered Air Quality System (AQS).   • EPA's FY 2001 Air Toxics Monitoring Grant Guidance (March 8, 2001) -- This document is comprised of EPA's FY 2001 State and Local Agency Grant Guidance, and Allocation for the National Air Toxics Monitoring Program, as well as EPA's FY 2000 Grant Guidance and a March 1, 2001 memo from David Mobley to the Regional Air Division Directors regarding the Grant Guidance. These documents contain important funding information, including options and deadlines, for the $3 million allocated for air toxics monitoring in FY 2001.

  • National Monitoring Steering Committee Documents (March 2, 2001) -- This entry contains various documents, including meeting notes and schedule of future events, generated at a February 20, 2001 EPA/STAPPA/ALAPCO National Air Monitoring Steering Committee Meeting. The entry also contains EPA's draft outline of a national air monitoring strategy, which provides a brief summary of the objectives of the National Air Monitoring Strategy, background on its development and the process and procedures being used to implement it.

  • STAPPA/ALAPCO Comments on EPA's Draft "Guideline Document for Ambient Monitoring of 5-Minute SO2 Concentrations" (February 15, 2001) -- This document contains the associations' final comments on EPA's July 20, 2000 draft guideline. According to EPA, the purpose of the guideline is to assist state, local and tribal air pollution control agencies in deciding whether existing SO2 ambient air quality monitors should be relocated to address concerns about the potential for high short-term SO2 concentrations.

  • EPA Statistics on Data Reporting for the Criteria Pollutants and PAMS(January 31, 2001) -- This document, which is comprised of a memorandum, a list of state statistics, and precision and accuracy spreadsheets, contains EPA's most recent data completeness statistics for the PM2.5 program, the criteria pollutant data reporting timeliness and completeness of the Aerometric Information Retrieval System (AIRS) database, and the Photochemical Assessment Monitoring Stations (PAMS) data completeness.

  • EPA's FY2001 State and Local Agency Grant Guidance and Allocation for the National Air Toxics Monitoring Program (January 29, 2001) -- This document contains the draft Air Toxics Monitoring grant guidance, as well as attachments A, B and C, which provides options for allocating FY2001 air toxics monitoring resources. The draft was developed by the EPA/STAPPA/ALAPCO Air Toxics Steering Committee, and is based on the assumption that network implementation progress will occur and provides a methodology for allocating resources based on technical and equity considerations.

  • STAPPA/ALAPCO Clean Air Science Advisory Committee (CASAC) Recommendations (January 22, 2001) -- This document contains recommendations on advancing the technology and use of continuous PM monitoring methods. These recommendations were presented at the January 22, 2001 CASAC meeting by representatives of the STAPPA/ALAPCO Monitoring PM workgroup.

  • EPA's draft "Guideline Document for Ambient Monitoring of 5-Minute SO2 Concentrations" -- This document contains a draft guideline from EPA that is designed to assist state, local and tribal air pollution control agencies in deciding whether existing SO2 ambient air quality monitors should be relocated to address concerns about the potential for high short-term SO2 concentrations.

  • Notice of Availability of Information on National Ambient Air Quality Standards for SO2 (January 9, 2001) -- This document contains EPA's Federal Register notice (66 FR 6931) announcing a number of actions related to short term SO2 monitoring, including the availability of new information on 5-minute average SO2 concentrations in ambient air and the status of EPA's ongoing activities to characterize and address 5-minute peak SO2 levels that may pose risk to sensitive individuals. Comments on the notice of availability are due to EPA by not later than Monday, March 12, 2001
  • Initial EPA 1999 PM2.5 Monitoring Network Data (December 13, 2000) -- This document contains just released preliminary data from the 1999 PM2.5 monitoring network. According to EPA, these data are significant because they represent the first year of data from the new nationwide network of PM2.5 monitors.

  • Battelle's Technical Work Plan for Air Toxics Data Analysis (December 6, 2000) -- This document contains a copy of the technical work plan for air toxics data analysis, which was prepared by Battelle for the Lake Michigan Air Directors Consortium. This technical work plan outlines Battelle's plan for the analysis of existing air toxics data to help guide EPA's monitoring network development efforts.

  • EPA Documents Related to National Air Toxics Monitoring Program (July 26, 2000) --EPA has provided a copy of the transmittal memorandum, a final report on the FY 2000 State and Local Agency Grant Guidance and Allocation National Air Toxics Monitoring Pilot Program, Attachment B -- a spreadsheet of estimated costs per site, and Attachment C -- the Data Quality Objectives Guidance for Ambient Air Toxics Characterization Pilot Study.

  • EPA's Eight-Hour Ozone Designations Data Web Site (June 2000) -- EPA has established a new web site that provides data to assist in evaluating counties to be included in eight-hour ozone nonattainment areas.   • EPA's Draft Guidance for Demonstrating Attainment of Air Quality Goals for PM2.5 and Regional Haze (March 29, 2000) -- These documents contain a first draft copy of EPA's PM2.5 and Regional Haze Guidance, as well as the schedule of the external review group conference calls and a list of review group members.

  • EPA Memoranda Regarding Fine Particulate Air Monitoring Data Reporting and Internet Access to EPA's Data Systems (March 30, 2000) -- This document contains two separate memoranda sent to EPA's Regional Directors. The first memo 1, dated March 27, 2000, with attachments 1, 2, 3 contains EPA's preliminary examination of the annual 1999 PM2.5 data completeness statistics using the approaches necessary for NAAQS comparisons. The second memo 2, dated March 24, 2000 requests the regions help and participation in overcoming a problem that has cropped up in the wake of the Internet security problems that EPA has been dealing with, specifically access to the AIRS data base.

  • The Air Toxics Monitoring and Analytical Methods Subcommittee Draft Target Pollutant List (December 22, 1999) -- This document contains the December 14, 1999 draft two target lists ("core" and "max") of pollutants which the subcommittee has proposed for HAPs monitoring in the national air toxics monitoring network. These recommendations have been submitted to the Steering Committee for consideration and will be discussed at the upcoming January 10, 2000 meeting.

  • EPA's Revised "Air Toxics Monitoring Concept Paper" (October 7, 1999) -- This document is an update to EPA's April 1999 draft "Air Toxics Monitoring Concept Paper." It describes the role of ambient monitoring in the National Air Toxics Assessment process and lays out a slightly revised strategic monitoring approach, together with EPA's suggestions for establishing an air toxics network over the next several years.

  • Updated Air Toxics Survey Information (October 14, 1999) -- This document contains a letter from Dick Valentinetti, STAPPA chair of the Monitoring Committee, updated survey results, and 3 maps (1, 2, and 3) which summarize current and future air toxics monitoring efforts throughout the country.

  • Preliminary Results of STAPPA/ALAPCO's Air Toxics Monitoring Survey (August 25, 1999) -- This document contains the preliminary results of the associations' survey of existing state and local air toxics monitoring networks.

  • STAPPA/ALAPCO Air Toxics Monitoring Survey (August 13, 1999) -- This document contains a short survey of existing air toxics monitoring programs. EPA is developing a national air toxics monitoring network and has requested the assistance of STAPPA and ALAPCO in its design period. The associations believe that the national air toxics monitoring network in existing state and local monitoring programs must complement eachother in order to achieve public health objectives, while at the same time maximize limited federal, state and local resources. Therefore, it is critical to immediately determine the status of state and local agencies' air toxics monitoring efforts.
