  • Overview of the NARSTO Emissions Inventory Assessment (September 20, 2005) -- NARSTO has recently completed an assessment of the current state of emission inventories for Canada, the United States, and Mexico, and offers suggestions for improvement. The assessment, entitled Improving Emission Inventories for Effective Air-Quality Management Across North America: A NARSTO Assessment, addresses the needs of a broad user base composed of decision makers as well as developers and users of emission inventories.  The Assessment begins with a vision statement: the ultimate emission inventory is one that includes all significant emissions, from all sources, for all time periods, in all areas, with quantified uncertainties, and is accessible in a timely manner.  The Assessment:  (1) Identifies many national, state or provincial, regional, local and specialty inventories and provides information for accessing them; (2) Describes the methods used to generate emission inventories and discusses the strengths and weaknesses of these methods as well as of the resulting inventories; (3) Directs considerable attention to methods for determining uncertainties in emission estimates; comparisons between emission estimates and independent measurements are provided for key sectors; and (4) Suggests ways to improve future inventories, characterize their uncertainty, and improve the delivery of emission data to users.  The Assessment concludes with recommendations and an action plan for improving emission inventories in the future to meet the expectations of timeliness, quality, and affordability.  This presentation will summarize the main points of the assessment and the recommendations for improving current emission inventories.  The assessment argues that significantly more resources need to be invested in the development and analysis of emission inventories if we are going to achieve effective management of ozone, particulate matter, and air toxics in the future.   • EPA's Presentations on MOVES 2004 (April 5, 2005) -- These presentations, Roadmap to MOVES2004, Looking Ahead: MOVES2006 and MOVES I/M,  were given to the Emissions and Modeling, Mobile Sources Fuels and Criteria Pollutants Committees on April 5, 2005 by EPA's Division of Standards and Assessment in the Office of Transportation and Air Quality.
     
  • MOVES 2004 Documentation Website (March 28, 2005) -- The website covers validation results, technical inputs, and the GREET and PERE models (including the PERE model itself).  Also posted is "A Roadmap to MOVES2004", a short overview of the model and its documentation. All the presentations made at the MOVES2004 workshop (March 16, 2005) will be also be posted following the workshop.
     
  • EPA's Proposed Revision to Emissions Reporting Requirements (March 1, 2005) --These are the proposed revisions to the Air Emissions Reporting Requirements (AERR) that EPA discussed in our February monthly conference call.
     
  • Draft Ozone Modeling Guidance (February 17, 2005) -- All comments on the guidance should be sent to Brian Timin at timin.brian@epa.gov by March 21, 2005. EPA intends to release the final version of the ozone modeling guidance by the end of April 2005.
     
  • Houston/Galveston Air Quality Science Evaluation (February 4, 2005) -- As a follow-up to the presentation to several Committees that the Environmental Integrity Project made recently on upset emissions, this link to the Texas website includes a lot of information about Texas studies that showed (1) that there was more pollution in the ambient air than facilities were reporting and (2) that these excess VOC emissions were likely contributing to ozone exceedances.
     
  • STAPPA/ALAPCO Comments on NARSTO' s Draft Emissions Inventory Assessment (November 9, 2004) -- These comments and suggestions were written by members of the Emissions & Modeling Committee and submitted to NARSTO for its use in revising the NARSTO report.
     
  • EPA OTAQ's "MOVES 2004" (November 9, 2004) -- This summary was used by John Toupal in the November 9 Emissions & Modeling. It includes notations about the timing, objectives, scope, and features of this mobile model. It is currently being developed and will be publicly available in December.
     
  • CAAAC Science and Technology Sub-group List (November 9, 2004) -- The CAAAC Science & Technology Subcommittee members are listed here.  The group, which is charged with recommending ways to improve and strengthen the science of the Clean Air Act, is headed by Peter Tsirigotis and Mike Koerber.

  • Draft Emission Inventory Assessment (October 19, 2004) -- This NARSTO report was developed by a consortium of public and private experts from government, the private sector, and academia in the United States, Canada, and Mexico and coordinated by EPA. Comments on the thoroughness and accuracy of the contents are due to EPA October 29.
     
  • EPA Emissions Factors Revisions Workshops Materials (August 27, 2004) -- These materials consist of: an options paper summarizing various approaches to source test assessment; an evaluation of the existing inadequacies of emissions factor development and delivery and the need for standardization and automation; a paper discussing such non-emissions inventory applications as permitting, fee assessment, and emissions trading. In addition, there is a list of attendees and workshop topics  and an agenda for the workshops.
     
  • Environmental Integrity Project Report : "Gaming the System" (August 18, 2004) -- This report focuses on emissions from malfunctions in 29 states and their often startlingly large contribution to total emissions of various pollutants.
     
  • STAPPA/ALAPCO Comments on Proposed Changes to Consolidated Emissions Reporting Requirements (CERR) (July 26, 2004) -- These are the final comments on the proposed changes to the Consolidated Emissions Reporting Requirements (CERR) contained in the CAIR Supplemental rule published in the Federal Register June 10.  The comments were filed on July 23.
     
  • Summary of Emissions Factors Improvement Project Fact Finding Survey (July 26, 2004) -- EPA's Emissions Monitoring and Analysis Division (EMAD) surveyed numerous stakeholders concerning their views of the AP-42 emissions factor methodology and has published their results.
     
  • Policy and Planning Subgroup  Conference Call Materials (July 20, 2004) -- The Policy and Planning Subgroup of the CAAAC Air Quality Management Work Group is chaired by Lydia Wegman (EPA) and David Shaw (NY).  These materials were transmitted to this 15-member subgroup for a conference call held July 14, 2004. They include: the Policy and Planning Group Draft Work Plan ; selected Findings of the NAS Committee on Air Quality�Regional and National strategies ; Key Ecosystem Recommendations ; a list of the members of the Policy and Planning Subgroup ; and a SIP Concept Paper.
     
  • Air Quality Management in the United States (July 20, 2004) -- This National Academy of Sciences report was released in January 2004 by the Committee on Air Quality Management of the National Research Council. The report examines the role of science and technology in the implementation of the Clean Air Act.  It is presently being used as the basis for examination and evaluation of the SIP process by the CAAAC Air Quality Management Work Group led by Greg Greene of EPA and Janet McCabe, Director of the Indiana Department of Environmental Management.
     
  • This letter from Bill Kuykendahl of OAQPS includes a link to the Preamble of the proposed CAIR (Transport) Rule that changes the Consolidated Emissions Reporting Rule (CERR) and would affect all 50 states rather than only those subject to CAIR. Note that EPA suggests on pages 32696 and 32697 that of the Preamble that comments are invited on whether certain data elements  (such as heat content [fuel], ash content [fuel], sulfur content [fuel], activity throughput, hours per day in operation, days per week inoperation, weeks per year in operation and start time in the day) should be dropped in the final rule.
     
  • EPA�s Response to STAPPA/ALAPCO's Letter on Emissions Factors Improvement Project (May 27, 2004) -- The letter indicates that there has been progressively diminished funding for emissions factors development through AP-42 by EPA and that EPA is working on a new system for emissions factor development.
     
  • STAPPA/ALAPCO Letter to EPA on Emissions Factors Revisions Project (April 7, 2004) -- This is STAPPA/ALAPCO's  letter to EPA raising questions about the nature of its Emissions Factors Revision Project.    
     
  • Memorandum of Understanding Between EPA and North Dakota (February 24, 2004)-- This memorandum establishes revisions to the state�s modeling protocol for PSD permitting.
