Program Funding (March 5, 2003) -- This document provides a list of
Emissions Inventory Improvement Project (EIIP) projects and funding. The "STAG"
heading refers to Section 105 grant funds while the "EPM/S&T" heading is for EPA
funds contributed to EIIP. The information has been updated from the January 22,
2003 version discussed with the EIIP Steering Committee.

Draft Emission Analysis Plan for MOVES GHG (January 7, 2003)-- This report presents the methodology proposed for estimating fuel consumption and greenhouse gas emission rates in MOVES GHG. Other topics covered include the background work on emission rate characterization which preceded this report, the use of both empirical analysis and physically-based emission rate estimator to populate the MOVES GHG emission rate database, uncertainty estimation, and data
sources planned for inclusion in the model. EPA is requesting comments on this report by February 15, 2003 per the instructions in the attached abstract. For further information see the MOVES web page, www.epa.gov/otaq/ngm.htm.
- EPA�s MOBILE6.2 Model (November 13, 2002) � this document is comprised of an updated version of EPA�s MOBILE6 model � MOBILE6.2 � which includes changes to the model�s abilities to estimate emissions of particulate matter (PM) and air toxics from highway vehicles.

SAEWG Session Notes On EIIP Planning for FY-03 (October 23, 2002) � This document is comprised of notes prepared by EPA regarding issues discussed at the Emissions Inventory Improvement Program Planning session during the September 2002 SAEWG Meeting in Stowe, VT. Included in the notes is an outline of all the projects the EIIP Steering Committee has approved for funding, as well as the funding levels.
- EPA�s Draft Design and Implementation Plan for Multi-scale Motor Vehicle & Equipment Emission System (MOVES)(October 21, 2002) � This document is comprised of a document outlining EPA�s proposed MOVES design, as well as how EPA plans to implement the design. Comments on the draft design are due to EPA by not later than December 20, 2002.
- EIIP FY03 Planning Strategy (August 2, 2002) - This document, which is comprised of a strategy paper, along with several attachments, including a High Emitter Work Plan; a Remote Sensing Data Report; a Proposed Scope of Work for Improved Statewide Inventory Estimates of Ammonia Emissions; and an Ammonia Fertilizer Report, constitutes the EIIP Steering Committee's planning strategy for EIIP funding in FY03.

EPA's Proposed Electronic Reporting and Record-Keeping Requirements (January 15, 2002) - This document, which is comprised of am August 31, 2001 Federal Register notice, contains the agency's proposed rule for the establishment of electronic reporting and record keeping requirements that would satisfy federal environmental requirements. In addition, this document contains individual state and local agency comments (Texas; Virginia; Pennsylvania; and Chattanooga, Tennessee) on the proposed rule. Comments on the proposed rule are due to EPA by not later than February 28, 2002.

- Roger Westman delivered these comments on October 14, 2001 at the STAPPA/ALAPCO Fall meeting in Nebraska City, NE regarding the SAEWG (Standing Air Emissions Work Group) meeting highlights:
- The 1999 National Emission Inventory (NEI) version 2 will be available in October 2001 for State and Local review until February 1, 2002. The criteria and HAPs README documents describe important summary information to simplify the review. Further information will be provided in a memo being distributed. The 1999 NEI will be the basis for a variety of modeling activities; therefore it is important not to live with defaults.
- In response to the recent National Research Council's report on "Research Priorities for Airborne Particulate Matter," EPA is looking at ways to coordinate activities between emission inventory, monitoring and modeling to more accurately identify the PM species causing observed health effects.
- The Emission Inventory Improvement program (EIIP) will be using an enhanced, expanded and expedited process to fill gaps and fulfill new needs in the areas of toxics, mobile sources and PM. Take a look at EIIP's current products on their web site (www.epa.gov/ttn/chief/eiip/index.html) and identify projects on which you may wish to take leadership and receive available funding.

EPA/STAPPA/ALAPCO Hazardous Air Pollutants (HAPs) Survey Results (October 5, 2001) - This document contains a report on the results of the HAPs survey (Attachment A). The responses to each question have been categorized according to State or local air pollution control agency. A listing of state and local agency respondents is also included. The document also contains a copy of EPA's minutes for the October 2 STAPPA/ALAPCO Emissions and Modeling Committee call, as well as a copy of the original HAP CERR questionnaire.

EPA's Consolidated Emissions Reporting Requirements HAPs Questionnaire (July 12, 2001) - This document is comprised of a Hazardous Air Pollutants survey developed by EPA in conjunction with the STAPPA/ALAPCO HAPs workgroup members. The purpose of the survey is (1) to gain a clear understanding of what are the current state/local procedures for the collection of HAP information; (2) to understand the key areas in which additional EPA assistance might be valuable; and (3) to have a reliable basis for estimating the amount of effort that might be associated with a HAP collection rule should it be developed. STAPPA/ALAPCO is asking members who are responsible for HAPs collection within their agency's to complete the survey and forward your responses to Geri O'Sullivan at gosulliv@sso.org by not later than Thursday, August 9, 2001.

President's National Energy Policy Recommendations Sorted by Committee (June 12, 2001) -- On May 17, 2001, President Bush announced his National Energy Policy. The 170-page document contains over 100 recommendations covering a range of energy-related issues. These recommendations pertain to a number of areas of interest to STAPPA/ALAPCO committees. To ensure that the STAPPA/ALAPCO committees were aware of these recommendations in the event the committees wanted to follow-up on or track any of them, this document provides a summary of selected recommendations organized by STAPPA/ALAPCO committee. Also available is a list of EPA directives in the President's national energy policy,, prepared by EPA.

EPA Responses to Questions Concerning the 1999 National Toxics Inventory (November 18, 1999)--This EPA document contains responses to frequently asked questions regarding the 1999 National Toxics Inventory (NTI). The questions and answers are designed to assist agencies in understanding and addressing the needs of the NTI customers, and to clarify issues that arose during the compilation of the 1996 NTI. The document includes recommendations for reporting specific pollutants by including Chemical Abstract Service (CAS) numbers to identify chemical species for dispersion modeling and risk assessment.
