  • STAPPA/ALAPCO Letter to EPA on Off-the-Top Funding (August 15, 2002) - The associations wrote to EPA expressing concern about off-the-top funding from Section 105 grants and urging EPA to fund certain projects from the agency�s own budget, as Congress had instructed. A Powerpoint presentation summarizing the associations' funding needs for training was attached to the letter.

  • STAPPA/ALAPCO Letter to House Appropriations Committee (August 13, 2002) - STAPPA/ALAPCO Letter asking for increase of $25 million to Section 105 grants in FY 2003, among other things.

  • STAPPA/ALAPCO Letter to EPA on Strategic Plan Revisions (July 11, 2002) - STAPPA/ALAPCO wrote to EPA recommending that the agency include a Clean Air goal in the revised strategic plan and offering to work with the agency on the development of the plan.

  • Funding Needs of State and Local Air Pollution Control Agencies (June 18, 2002) - STAPPA and ALAPCO prepared this report based on a survey of state and local air quality agencies designed to collect information about state and local funding needs and budgets.   • Senate Letter Urging Increases to Section 105 Grants (June 13, 2002) - This letter to the Chair and Ranking Member of the Senate Appropriations Subcommittee on VA, HUD, and Independent Agencies, calling for increases in Section 105 grants for FY 2003, was signed by Senators Ron Wyden (D-OR), Patrick Leahy (D-VT), Russell Feingold (D-WI), Patty Murray (D-WA) and Gordon Smith (R-OR).

  • STAPPA/ALAPCO Congressional Testimony on CAA Implementation (June 5, 2002) - The associations' testimony, as provided by Art Williams (Louisville, KY), at a House Energy and Commerce Subcommittee on Energy and Air Quality hearing, entitled "Clean Air Act Implementation: Experience of State and Local Regulators."

  • National Tribal Environmental Council Letter on Funding for FY 2004 (May 17, 2002) � This letter discusses tribal funding needs and also expresses support for STAPPA/ALAPCO�s recommendations for additional funding for state and local air agencies in FY 2003.

  • EPA�s FY 2003 Section 105 grant guidance and regional allocation (May 14, 2002) - EPA has provided STAPPA/ALAPCO with the FY 2003 grant guidance and related documents. They include transmittal letters to the STAPPA and ALAPCO Presidents, the transmittal memo to the EPA regional offices, the FY 2003 Grant Guidance, and the Preliminary FY 2003 Air Grant Allocation spreadsheet.

  • STAPPA/ALAPCO Congressional Testimony (April 16, 2002) - STAPPA/ALAPCO submitted testimony to the House and Senate Appropriations Subcommittees on VA, HUD, and Independent Agencies regarding EPA�s budget for FY 2003, especially grants to state and local air agencies.

  • STAPPA/ALAPCO Comments on EPA�s Draft Grant Guidance and Allocation (April 4, 2002) - These are STAPPA/ALAPCO�s comments based on discussions of the STAPPA and ALAPCO Boards of Directors and Committee Chairs and feedback from the membership.

  • EPA Memorandum on Allocation of FY 2002 Congressional Add for State and Local Air Grants (February 25, 2002) - This memorandum to the EPA regional offices relates to the allocation of the additional $8 million Congress appropriated for Section 105 grants in FY 2002.

  • EPA Budget Request for FY 2003 (February 4, 2002) - EPA has provided detailed information about the Administration�s proposed budget for FY 2003.

  • STAPPA/ALAPCO Letter Commenting on EPA�s Draft Annual Report (January 10, 2002) -- This letter contains STAPPA/ALAPCO�s comments on EPA�s preliminary draft of the Clean Air chapter of the agency�s FY 2001 Annual Performance Report.

  • STAPPA/ALAPCO Letter to EPA on the Allocation of $8 Million (December 19, 2001) -- This letter contains STAPPA/ALAPCO�s recommendations on how EPA should allocate the additional $8 million in Section 105 grants that Congress appropriated for FY 2002.

  • STAPPA/ALAPCO Letter to Principals of Clean Air Partnership Committee (December 10, 2001) - This letter from the STAPPA/ALAPCO Presidents to the other principals of the Clean Air Partnership Committee reaffirms STAPPA/ALAPCO�s commitment to the concepts contained in the Joint Statement on Vision and Goals and a subsequent memo on consultation that former EPA Assistant Administrator Bob Perciasepe signed in October 2000.

  • EPA Memo Requesting STAPPA/ALAPCO Input on FY 2002 Allocation (November 26, 2001) - EPA sent this memo to the STAPPA/ALAPCO Program Funding Committee Chairs requesting the associations� input on how $8 million in additional FY2002 Section 105 grants should be allocated. STAPPA/ALAPCO will be developing recommendations for the members� review, which will subsequently be transmitted to EPA (by December 19, 2001).

  • STAPPA/ALAPCO Survey on Air Agency Funding Priorities (November 26, 2001) - STAPPA/ALAPCO is collecting information about funding priorities for state and local air pollution control programs. The information collected will be very useful in making the case for increased air grants for state and local agencies. Each state and local air agency is asked to complete and submit the questionnaire (one completed survey per agency) by December 31, 2001 to STAPPA/ALAPCO.   • House-Senate Conference Committee Report on EPA's FY 2002 Budget (November 6, 2001) - This document contains the report of the House-Senate Conference Committee that reconciled the differences between the House's and Senate's versions of appropriations legislation containing EPA's FY 2002 budget. This document describes changes to the President's budget request that are contained in the final appropriations law. The EPA-related portion is found on pages 124-152 of this document.

  • House Appropriations Committee Report on EPA FY 2002 Budget (July 25, 2001) - This document is the report accompanying the appropriations bill (H.R. 2620) containing EPA's FY 2002 budget (House Report 107-159). The House Appropriations Committee approved the bill on July 17, 1001. The portion pertaining to EPA's budget begins on page 52.

  • EPA Final FY 2002 Grant Guidance Documents (July 23, 2001) - EPA issued its final FY 2002 grant guidance documents, which include a transmittal memorandum, a table articulating the comments the agency received on the draft version and how it has responded, an appendix describing the grant activities in greater detail, and a spreadsheet containing the regional allocation by activity.

  • Senate Appropriations Committee Report on EPA FY 2002 Budget (July 20, 2001) - This document is the report accompanying the appropriations bill (S. 1216) containing EPA's FY 2002 budget (Senate Report 107-43). The Senate Appropriations Committee approved the bill on July 19, 2001. The portion pertaining to EPA's budget begins on page 70.

  • EPA OAR Final FY 2002 National Program Guidance (June 25, 2001) - The FY 2002 National Program Guidance identifies the implementation activities, performance measures, and reporting requirements associated with the EPA Office of Air and Radiation's national priorities, program goals, and strategies, and contains guidance on developing the FY 2002 Memoranda of Agreement. The FY 2002 Grant Guidance and prospective allocation are NOT included and will be issued shortly, following additional consultation with state and local air agencies.   • STAPPA/ALAPCO Comments on EPA's Proposed Grant Guidance and Allocation (May 31, 2001) - This letter contains STAPPA/ALAPCO's comments on EPA's draft grant guidance and allocation for FY 2002. It is based on a conference call of the STAPPA/ALAPCO Boards of Directors and Committee Chairs and comments from the members.

  • STAPPA/ALAPCO Testimony on EPA Budget (May 31, 2001) - This document is STAPPA/ALAPCO's testimony provided to the Senate Appropriations Subcommittee on VA, HUD, and Independent Agencies regarding EPA's FY 2002 budget, especially grants to state and local air agencies.

  • STAPPA/ALAPCO's Comments on EPA's Enforcement Grant Guidance (May 31, 2001) - This document contains the associations' final comments on U.S. Environmental Protection Agency's (EPA's) April 30, 2001 "Options Framework for FY 2002 State/Tribal Enforcement Grant Program," which outlines various grant guidance options for allocating the $25 million set-aside for state and tribal enforcement activities in the President's FY 2002 budget.
