Electric utilities are one of the most significant sources of harmful air emissions, responsible for substantial levels of nitrogen oxides (NOx), sulfur dioxide (SO2) and hazardous air pollutants, including mercury (Hg). These sources are also responsible for considerable carbon dioxide (CO2) emissions. If properly structured, a comprehensive, integrated control strategy for electric utilities will offer multiple benefits including increasing environmental and public health protection beyond that achieved by existing regulatory programs, enhanced opportunities for pollution prevention and sustainability, as well as promotion of early compliance. A multi-pollutant approach could also offer the regulated community and air quality regulators important advantages, such as increased certainty and cost efficiencies. Currently, proposals for multi-pollutant strategies for power plants are under consideration in Congress, and have been proposed or adopted in a number of states.
