CACP Software

STAPPA and ALAPCO’s Clean Air and Climate Protection Software (CACPS) is a Windows-based, user-friendly software tool that will significantly expand the capabilities of states and localities to analyze the benefits of various air pollution control scenarios and select and implement those that not only address traditional air pollutants, such as ozone precursors like nitrogen oxides and volatile organic compounds, carbon monoxide, sulfur oxides and particulate matter, but also greenhouse gases (GHGs), which cause global warming.


NTE Model Rule

STAPPA and ALAPCO’s Multi-State Clean Diesel Initiative facilitates the states' efforts to exercise their authority under Section 177 of the Clean Air Act to opt in to California's not-to-exceed requirements for new onroad heavy-duty diesel engines. STAPPA and ALAPCO developed a model rule as well as some guidance for states in adopting such a rule. Under this very successful Initiative, 13 states across the nation opted in to California’s requirements, resulting in a de facto national standard.


NSR Menu

STAPPA and ALAPCO developed an NSR Menu of Options they can consult during rule development in response to EPA's recent revisions. For each of the main elements of the federal rule, STAPPA and ALAPCO provide, in regulatory language, a menu of alternative approaches. The NSR Menu includes multiple options for many of the revised program elements, presenting a range of solutions from which permitting agencies may design the most effective program for their particular concerns.


HDDE Model Rule

In early 2004, amidst growing concerns over potential efforts to weaken or delay EPA’s Federal 2007 Rule to reduce emissions from heavy-duty diesel trucks, STAPPA and ALAPCO launched a cooperative multi-state initiative to facilitate states' use of their authority under the Clean Air Act to pursue adoption of California’s 2007 highway diesel standards, which are identical to the federal standards. Although some states had already adopted California’s 2007 engine standards as part of a previous STAPPA/ALAPCO multi-state clean diesel effort, to assist those that had not, STAPPA and ALAPCO developed a model rule for adopting the California standards.


Mercury Model Rule

STAPPA and ALAPCO developed a model rule entitled, Mercury from Power Plants: A Model Rule for States and Localities in response to concern that EPA's Clean Air Mercury Rule was inconsistent with the requirements of the Clean Air Act and would not result in adequate reductions in emissions of mercury from coal-fired power plants to protect public health. The STAPPA/ALAPCO model rule provides state and local governments with the tools needed to obtain reductions in mercury emissions necessary to meet the requirements of the Clean Air Act.
