HDDE Model Rule

In early 2004, amidst growing concerns over potential efforts to weaken or delay EPA’s Federal 2007 Rule to reduce emissions from heavy-duty diesel trucks, STAPPA and ALAPCO launched a cooperative multi-state initiative to facilitate states' use of their authority under the Clean Air Act to pursue adoption of California’s 2007 highway diesel standards, which are identical to the federal standards. Although some states had already adopted California’s 2007 engine standards as part of a previous STAPPA/ALAPCO multi-state clean diesel effort, to assist those that had not, STAPPA and ALAPCO developed a model rule for adopting the California standards.
